Introduction.
My belief in the idea:

1.2-/(1.201) Prolog/setting.
*** A few years ago Norway stopped building civil defence shelters. The reasons given at the time was that there in time of war would not be time to evacuate to such and that the latest bombs could penetrate the traditional basement shelters making these dangerous traps. Besides, the cold war was over and people wanted to save on construction costs. Recent history has shown that all dangers to the civilian population did not disappear with the cold war, and that if we fail to prepare at all, because we don't think we can survive total warfare, then the civilian population easily will fall pray to many lesser dangers, dangers that easily could have been survived with some preparation.

-- But is there a better way of sheltering the general public in case of war and pollution than the older basement shelters? I have come up with an alternative way of sheltering the population, a way that does not require distant evacuation, that offers better protection than the older basement shelters, and that enables whole operating communities to be sheltered in such a way that most community functions easily can be maintained in the shelters.

-- I have looked at how Norway easily can turn its more than 700 kilometers of road tunnels into civil defense shelters offering protection against both pollution and nearby bomb explotions. This venture idea presentation covers how one can build one such pilot project, that then over time could be copied in communities throughout Norway.

-- My presentation covers how we can improve the ventilation systems of our road tunnels, so to get clean air of slightly higher pressure than the outer polluted air. This we can accomplish by installing air pumps and standard hepa filters (high efficiency particle absortion filters) that filter out nuclear, bacteriological and chemical pollution. By pumbing in air, filtering this in existing ventilation shacts or at the tunnel portal and releasing it in the midle of a road tunnel we would get fresh air flowing out of both tunnel openings, keeping polluted air out.

-- If we want to improve the shelter even further we could drill for ground water, add water filters, a burried oil tank and a local electrical generator. All such infrastructure could be placed in existing or new side tunnels or in a small new terrain integrated facilty just outside one of the portals. If we want to add some protection against nearby bombs we could add huge hydraulic blast doors of reinforced concrete at all tunnel entrances.

-- This has all been done before in road tunnels like the Sonnenberg tunnel in Luzerne Switzerland.

-- However, it is cumbersome for people living elsewhere, in an emergency to move to and set up a society in a road tunnel. Thus my innovative suggestion consists of going one step further than what has been done before:


-- Let us build small compact villages, resort towns & business parks: commercial properties, with apartments, offices and shops, around the portals to our existing road tunnels. Let us build these as multi story indoor malls, with clean filtered air under over pressure. And let us link such facilites through terrain integrated passageways to the nearby road tunnel.

-- Then many people would live and work in a clean environment, and wouldn't have to evacuate, and the attached road tunnel would serve as extra space, that easily could be expanded into in an emergency. By building small partially sheltered portal societies, by bringing in all utilities, it would be so much easier for these societies to take in the surrounding population in en emergency. Our civil defence and our military already have tent based hospitals and a lot of mobile equipment, that is not sheltered against pollution. But if we stored this in storage facilities at tunnel portals, then such tent based hospitals and container based equipment could fast and easily in emergencies be placed in and used in clean air in road tunnels.

-- Each year lots of new commercial facilities are built. Why not build these as portals to our road tunnels?

-- If the government put together the right framework of conditions, many private investors might find it more or as profitable to build their new facilities at tunnel portals than elsewhere. All it takes is to change the zoning to commercial, to reduce the tax burden on and to speed up the building permit process for such construction and facilities. We could even define the tunnel portals as international free travel and trade zones, e.g. as special business zones chartered under entrepreneurial liberty and with no tax burden so to attract investments, and research and development companies from around the world, so to faster and better finance the infrastructure that as a side effect would shelter our whole population in emergencies.

-- If we really want to survive in style, come hell or high water, we could build our portal villages as artificial biospheres, or even build terrain integrated or tunnel based artificial biospheres attached to our road tunnels. An artificial biosphere is like a huge indoor greenhouse large enough and with enough biotopes to survive on its own even if the outer environment is lost to pollution and war.

-- In large catastrophies it is more important than ever to have sheltered hospitals. If we link or move our hospitals to existing road tunnels, the hospitals could easily expand into the road tunnels in an emergency. For example if we lower and build a cover over the highway called Ring 3 from The Tåsen tunnel and to our main hospital Rikshospitalet, then this hospital would be directly linked to a long road tunnel. Similarly if we built the Røa tunnel from the Radium Hospital and to the Griniroad at the Lysaker river, then this hospital too would be linked to a large road tunnel. I mention both these tunnel projects since the local populations at both locations have been advocating local road tunnels for years. The fact that such tunnels easily can be used to improve our hospital ability in emergencies is one more reason to go ahead and build them.

-- We could also build a cover over the highway from the existing Granfoss tunnel and the few hundred meters down to the Radium Hospital, installing the necessary filters and infrastructure at the same time. And new hospitals could in the future be placed at the portals of existing road tunnels.

-- So far we have invested the national oilbased income in foreign stocks. These investments seems to have fallen with about 20 percent the last year. Why continue to lose billions of dollars on foreign investments, when we can invest the money in new compact high growth enterprise zones around our own road tunnels, and as a side effect shelter our own population against nuclear war and lesser dangers?

-- My personal goal is individual life-extension. I realize that with todays life-expectancy I have only about another 40 years or so to try to earn a drastically longer life.

-- To greatly extend human life span (to improve both the longest life available to those who care to do their best and the average life-expectancy) will take a lot of innovation and value maximizing, we have to develop still more life-extending options, and still better means, tools and routines, make these available in large quantities and cut the production costs so that still more people can afford still more life-extending solutions and treatments.

-- Historically and logically entrepreneurial liberty is the legal and political system that best enables innovation and value maximizing. Life-extension and entrepreneurial liberty go hand in hand. To best survive we need entrepreneurial liberty. At the same time liberty and progress have inherent risks that can be misused. To best extend human life-expectancy and to best make possible the uttermost life lengths we can't afford to violate entrepreneurial liberty, instead we have to find ways to create safety and to enforce liberty by means of liberty in liberty. Thus we need to find a way to fight dangers by technical and sosial solutions rather than by legal solutions. The question of survival is not one of liberty versus safety, but one of creating a shelter race in entrepreneurial liberty.

-- To drastically extend life, to drastically improve the life-expectancy that is available to any highly self-improving individual that cares to do its best and to drastically improve the average life expectancy, to do so, requires a lot of innovative research, development and production improvements. We have to find out what people die from, and find still better ways to prevent the main causes of death.

-- The challenge is not just one of finding still more life-extending medical treatments, including rejuvenating and healing treatments, but also one of protecting our most life-extending efforts against what that threaten these. With the research going on today we might get to add ten or twenty years to the average life-expectancy in my life time. I for one, would very much like to get these extra years.

-- However, lack of liberty like bans on cloning and cryonics etc. might slow down our progress towards still more life-extending treatments.

-- At the same time, the progress that still takes place is threatened by the same dangers that threatens our civilization as such: Large wars, huge meteor hits, large pandemics, (and even strong nuclear and chemical pollution) are probably the dangers that can cause the worst setbacks to civilization, and thus the dangers that pose the worst threats to our most life-extending efforts, herein to the entrepreneurial liberty and the infrastructure without which we can't greatly extend individual lives or the average life-expectancy. The question of survival is one of individual survival through cultural survival.


-- I see it of value to focus, shelter, set free and use the most life-extending efforts.

-- Thus my suggestion that we define our road tunnels and their immediate surroundings as international free travel and trade zones. That we charter these under entrepreneurial liberty. That we build compact villages, research and treatment parks around the tunnel openings and that we equip these villages and the road tunnels as artificial biospheres with clean air under slight over pressure. And that we by use of partially terrain integrated facilities and side tunnels shelter our infrastructure against the effects of war, so that we in emergencies can expand our local communities into the road tunnels, and easily take in and house refugees from the immediately surrounding areas.


-- Of the more than 700 kilometers of Norwegian road tunnels, some tunnels are unsuitable because they go below lakes, fjords or the ocean, or the tunnel entries are below large dams and too close to rivers at the valley bottom: One wouldn't want to be in a tunnel that easily could be flooded. Many other road tunnels are insulated with a fire prone material or foam. One wouldn't want to be in such either. Some tunnels are too short, shallow or weak to give adequate protection against radiation and bombs, or would shelter too few people to make it cost effective to add the necessary utilities and blast doors. Then some tunnels lack adequate options for rerouting of the traffic. Many tunnels however, are built as parallell pipes. In such, one tunnel could easily in emergencies be closed for traffic while the latter is rerouted in both directions through the second tunnel. For many other tunnels traffic could in emergencies be rerouted along the older roads that existed before the tunnel was built in the first place.

-- Most tunnels have two lanes and are about 8 to 10 meters in diameter. If we store easily installable modular bunk beds with 4 levels, double length and double width (1.8 m tall, 5 m long and 1,3 m wide) and in emergencies instal these perpendicular to the road tunnel and with 70 cm distance between the bunk beds, we will end up with 8 beds per linear meter of road tunnel and still have a 3 to 5 meter wide passage way and work area throughout the whole tunnel length. To improve the capacity further we could in emergencies also instal a modular mezzanine level literally splitting the tunnel in two different floors.

-- With such meassures 500 km of road tunnels could easily be used to shelter 4 million people. The population is about 4,5 million but the military already has shelters for its people.

-- My educated estimate is that there thus are more than enough tunnels to shelter the whole civilian population in tunnels and facilities attached to such. Even more so if we start building compact villages, terrain integrated facilities and side tunnels (utility tunnels) attached to our road tunnels, because then still more people would be sheltered in the portal facilities too. Besides, we are building road tunnels all the time, thus increasing the average road tunnel footage per resident.

-- I don't expect Norway to experience fighting on Norwegian soil any time soon, but as we have seen in situations like Chernobyl, Bobal, the Russian submarines and the terrorist attacks on New York, we might be hit by nuclear, bacteriologiocal or chemical pollution. In some of our valleys (Alvdal) the outdoor pollution is still so high 15 years after the Chernobyl accident that the sheep has to be fed a diet moved in from elsewhere to reduce their radioactive content before they are slaughtered. Over the last 200 years Norway has twice experienced a lack of Summer due to large vulcanic eruptions at the other side of the globe. Pollution drifted far after the Gulf and Kosovo wars, and we could easily receive pollution from terrorist attacks in Europe or from larger wars elsewhere. One doesn't have to be scared of large meteors, or world war III and ensuing nuclear winters, to understand that it can come in handy to be able to shelter the civilian population in partially terrain integrated artificial biospheres.

-- Now I have presented the business idea. My plan is to develop this into a full fledge business plan, and participate with this in next year's VentureCup competition. I am drawing up the necessary plans for one small pilot project: e.g. for how one small partially terrain integrated commercial medical facility, research laboratory and retreat can be built at an existing tunnel portal, providing the necessary infrastructure so that the tunnel easily could be used to shelter the surrounding population in an emergency. The plan also calls for the construction of a terrassed or high rise indoor mall to be built as a commercial property constituting a small village and providing apartments, office space, shops and storage space. I am submitting my plans to various business plan competitions and to those people in the Justice department that is preparing the new parliamentary plan (stortings melding) on the Norwegian civil defence. I have already contacted several politicians in our parliament, several people in charge of our civil defence and several leaders of construction companies. This business idea presentation goes out to selected media contacts.

-- I intend to improve this plan, recruit a business team, complete the plan, create a local company, recruit investors and lobby the politicians so to get an improved framework of conditions to work under.

Sheltering the necessary infrastructure in terrain integrated facilities at the portal or in side tunnels. Defining the portal villages as international freeports, free travel and trade zones, chartered under entrepreneurial liberty. Use these villages as medical business parks and to develop international medical research and treatment facilities.

-- What we are speaking about here are a kind of medical business parks and incubators where cloning, cryonics, high doses of vitamins and other experimental life-extending research and treatments freely can be tested out and offered.

*** It focuses, shelters and sets free our most life-extending efforts, both individually and culturally, and to a larger extent than presently is done anywhere else to my knowledge. It also provides a greatly improved civil defence system for the 21st century, herein a much better way of protecting the population and a functioning society against both pollution and nearby bombs.

*** It would stimulate research and development of still more life-extending solutions, both individually and culturally. It would potentially give longer life, and increase average life-expectancy. It would give more liberty and at the same time provide better shelter against the misuse of liberty. It would give people more ease of mind in emergencies when world peace is at stake and more protection against terrorists attacks both elsewhere and locally. The market is in people wanting longer life, more liberty or better protection against various dangers.

Potential market:
-Who that will want to buy this product/service.
*** First a pilot project would be offered to private investors and rich people willing to buy into it commercially and residentially. I am thinking of inviting people to join in a private civil defence organizations, and then build the pilot facility for the members and for an annual survival drill open to the general public and for other frequent training drills for civil defence personnel from here and abroad. The pilot project could also serve as a civil defence training center, park and museum. Then I could go on building still better such portal villages around the country. If the politicians want to shelter our population and to upgrade our civil defence plans along the lines outlined above, then the whole Norwegian population would be a market. And I would then aim at covering part of that market.

Market estimate:

*** Each portal project would take from a few months to a few years to develop, dependent upon how complex the plans are. We would basically be competing with other commercial developments, in particular the construction of medical research and treatment facilities, the construction of hotels and resorts , but also the construction of business parks, shopping malls, residental subdivisions and with anyone developing civil defence shelters. What framework of conditions the politicians set will to a large extent decide the size of thess markets that I would be able to attract. If I act fast enough I would be building the market. Over some time I expect competition. I even encourage it so that we faster can get more liberty, better shelters and more life-extending research and treatments.

That the product is filling a demand held by people that can afford to and is served by buying it at more than it costs to produce and distribute.

*** People like to be alive. The 21st century can become the life-extension century, a century of great break throughs in individual life-extension and great improvements in average life-expectancy. I think that people want to stay healthy longer and to survive in style. I think people are tired of living under the threat of nuclear war and the threat of terrorists. Besides western civilization and Norway in particular can afford high construction activity. The road tunnels are already there, we are to build lots of facilities anyway, so we might as well build some of these around our road tunnels and improve our civil defence situation at the same time. Besides our parliament has just changed to the right in the direction of more laissez faire capitalisme, and seems to favour that society's tasks are solved by private investors. And the above is an outline for how civil defence can be organized and improved by private ventures in the private market.

*** It is so unique that it propably can be marketed through a lot of free media coverage.

How to market the product.
*** I have already a few hundred media contacts (from my past icebathing, cryonic projects and political lobbying activities) I have no doubt that I easily can line up media coverage for the above project too.

*** Separate ownership, then a few investors, followed by a public stock offfering to the general public. It wouldn't take many terrorist attacks to get people interested in investing in their own safety.

Implementation.
-Implementation plan and steps. Herein: financing,, production, distribution and marketing.

Basically: improve the plans, create a company, raise some money, lobby the politicians for the use of a road tunnel and for a good framework to work under, raise some more money, then hire existing companies with experience in building tunnels and commercial property to complete the plans and build the facilities. In the interest of public civil defence it might even be possible to talk the politicians into letting the tunnel upgrades be financed by way of a limited toll on traffic until the upgrades are paid down.

Profitability:
-How to make money on the idea.
*** Lobbying the politicians for good conditions. Charging toll on traffic until one has received a good return on all investments. Or just offering the first few projects to those that bid the most to get in on these. Each time there is a world emergency people would be standing in line to bid up the price on getting access to such a sheltered society. And if we organize these as indternational free travel and trade zones we would have the whole world as a market. There always seems to be rich people fleeing from wars and disaster, so a creation of small Hong Kong like freeports around our road tunnels along the coast, would probably get more buyers than we can handle. It becomes a political question of priorities: who do we want to shelter first: the Norwegian population or the richest people world wide? Both can afford to pay.

How implementable the idea is.

That the idea easily can be commercialized.

That the idea easily can be implemented, developed, produced, distributed and sold in the estimated (large) quantities and at the estimated (huge) profit.
*** Enough technology to implement the above venture, already exists off the shelf, it is just a question of combining it. The road tunnels exist too, many of these have ventilation systems. And hepa filters cost from 10,000 US dollars and up, so it is not that expencive to make our road tunnels a safe heaven for our population. The rest of the project wouldn't cost more to build at the tunnel portals than it will cost to build it elsewhere, and since we are to build commercial and residental facilities anyway, why not build some of these at our tunnel portals?

The above are some early designs I have made for larger life-extension centers. (The phone numbers & addresses on the drawings no longer apply. See below for how to get hold of me.) Such facilities could be built in Norway, attached to any of our road tunnels, with the road tunnel serving as an extra civil defence shelter in emergencies. I am working on even better designs combining terrassed or highrise indoor malls, partly terrain integrated medical facilities and road tunnels. Vaulted reinforced concrete technology like the one used in the above laboratory design could be used to extend road tunnel portals and to shelter air filters, water wells, a generator and emergency supplies in a terrain integrated road tunnel attachment.
