The creation of floating villages through the privatization or subdivision of cruise ships into private lots. - The following article that I wrote in 1994, lead a few years later to the Residensea project: Article calling for the construction of ocean going ships as floating villages where each suite is owned by a separate owner. - I have not been involved in the Residensea project beyond passing the above article on to some 20 people in the Norwegian shipping industry in 1994 and 1995. - My suggestions for how the Residensea project can be improved: Personaly I think any floating village project would be greatly improved if it was focused more on being a thriving village and business park with indoor malls surrounded by smaller fire-proof and noise-proof suites and shops where people easily could live and work. And so that each suite owner easily could rebuild his own suite and change its use at his own discretion. - It should also be possible to write a charter or constitution securing those on board more entrepreneurial liberty than what is found on shore, e.g. to register or incorporate the ship as a floating freeport under the country that is willing to grant the best conditions. - Another improvement would be to let the ship go in regular traffic between 3 to 4 different nearby jurisdictions so that people could maintain a residence on board but easily maintain business and other relations on shore. Going between countries or freeports in Europe or the Americas, staying no more than 3 months a year in any one jurisdiction, or registering the ship in and the crew and the passengers as citizens of the country that offers the best deals, would give those involved a tax saving. - Selecting a route so people can live on board and easily reach main European and American cities. e.g. a continuous cruise between Norway, EU and the United States/the Caribian might be an option. - Just going between 3 to 4 jurisdictions like Oslo (Norway), Denmark/Sweden/Germany (EU) and Kalingrad (Russia), Marokko (North Africa) or Iceland etc., would be enough to create a tax extempt floating village, enabling those with a residence on board to live up to 3 months a year in any country along the route without having to pay taxes to such a country. - To be a success a floating village has to be a freeport that offers people business and personal liberties they don't get on shore. To be a success a floating village has to become a kind of life style, or at least offer people a mail box, business address, residence & home free of taxes and government intervention. It has to be a centrally located place where they can live and work and easily can get to and from. Thus ideally such a floating village would just cross back and forth across a small area like Øresund, Kattegat, the British channel or the Caribian etc. Spending no more than 3 months in any one jurisdiction a year. If 3 months are spent in international waters it would be enough to shuttle between 3 jurisdictions. If 6 months are spent in international waters it would be enough to shuttle between 2 jurisdictions. - The concept would also work as a business park, village and head quarter for larger companies and groups that want their own freeport and are willing to settle on the oceans just to get away from government intervention. - The alternative is of course to let the ship sail a popular vacation route all year long, and hire in a management company to rent out unused suites on behalf of the owners. But then it might easily become just another sparsely populated time share resort lost on the oceans. A vacation town like other rural vacation cabin subdivisions, only densly populated at the peak seasons.
